It is up to the Security Council to determine the existence of any threat to the peace, breech of the peace, or act of aggression and to decide what measures shall be taken, as stated in the article 39 of chapter 7 of the charter.

He said yesterday that while the government of Myanmar has taken several positive steps in recent weeks, it is still necessary to push them further on making the process of dialogue lead to very substantive discussions and substantial negotiations in order to lead to the positive change we want in the country.
He stated that it is now up to them to show that they are moving in a direction that is more positive than negative.
